Information and Communications Technology - or technologies (ICT) is an umbrella term that includes all technologies for the manipulation and communication of information. The term is sometimes used in preference to Information Technology (IT), particularly in two communities: education and government[1].

Although,in the common usage it is often assumed that ICT is synonymous with IT; ICT in fact encompasses any medium to record information (magnetic disk/tape, optical disks (CD/DVD), flash memory etc. and arguably also paper records); technology for broadcasting information - radio, television; and technology for communicating through voice and sound or images - microphone, camera, loudspeaker, telephone to cellular phones. It includes the wide variety of computing hardware (PCs, servers, mainframes, networked storage); the rapidly developing personal hardware market comprising mobile phones, personal devices such as the BlackBerry; MP3 players such as Apple's iPod, and much more; the full gamut of application software from the smallest home-developed spreadsheet to the largest enterprise packages such as SAP and online software services such as salesforce.com; and the hardware and software needed to operate networks for transmission of information, again ranging from a home network to the largest global private networks operated by major commercial enterprises and, of course, the Internet. Thus, "ICT" makes more explicit that technologies such as broadcasting and wireless mobile telecommunications are included.

It should be noted that "ICT" by this English definition is different in nuance and scope than under "ICT" in Japanese, which is more technical and narrow in scope.

ICT capabilities vary widely from the sophistication of major western economies to lesser provision in the developing world. But the latter are catching up fast, often leapfrogging older generations of technology and developing new solutions that match their specific needs.

A PC (personal computer) connected to the Internet has become a vital tool for communicating, during the past few decades since its proliferation among the masses. However, while this mode of ICT has achieved much, it has its limitations in the context of the world at large.

The Internet The Internet has opened up many opportunities, from finding out information, conducting communications globally, e.g. through e-mail, voice mail, skype, e-commerce or generally just having fun through on line chats or instant messaging. One often wonders: How did people manage before the time of the Internet? How much harder was it for people to communicate and find out information they need, quickly and easily? A PC connected to the Internet whether through a dialup connection, broadband or Wi-Fi has indeed made it a facile act for many peoples. Teaching PC--Internet based ICT is currently used within the English school curriculum. This kind of ICT (amongst others) is now seen as a core subject that is taught in some primary and secondary schools. The major advantage to this development is ICT has become a transferable subject. Computers or interactive whiteboards are now used across most school subjects as well as innovative schools using more technology like PDA's, Mobile (cell) phones and some games consoles. The interaction created by the use of this ICT makes lessons much more effective and allow children to learn in a way that they enjoy.[2]. Recent initiatives such as the One Laptop Per Child program are contributing to this development. Communications Apart from Internet a PC allows communication of information through Compact Discs, pen drives, printers, whether laser or inkjet, flash memory cards and exchange of information within a local network through LAN. As communications scholars Gasher and Lorimer articulated "We depend on technology for our communications with others-whether they are just a house or two away or halfway around the world. In the second half of the twentieth century it became almost impossible to live without a television in our homes, much less without a telephone, and now we can hardly live without personal computers through which we gain Internet access and send and receive e-mail. The realty of new communications technology is that anyone is able to get in touch with anyone else, anywhere, at any time, for very little money-at least in the developed world." (Gasher and Lorimer, Communications Technology and Society: Theory and Practice) Work related aspects As well as benefiting school students to gather information for assignments, PC based ICT is often used in other jobs such as in the police, within libraries, in offices or even shops. It has also emerged as a source of employment in many emerging economies through Business process outsourcing or Knowledge process outsourcing from companies in the developed world. People now have the chance to conduct remote logon, in which they can access their work computers (For example in an office) from home. This has opened up many more opportunities for those that struggle to find time to leave their house to go to work, so they can now just work from home.

Limitations

Previous information communication technologies have penetrated deep into the society and hence are often very cost effective; teachers in developing countries often use no more than a blackboard and chalk to pass on information about any subject to the students. Printed papers in the form of books, magazines or newspapers have become a part of daily routine of any educated citizen, as are broadcast media such as radio and television. The photocopy machine is widely used by students to access information from books they cannot afford to buy. The cost of a PC connected to the Internet is often prohibitive in developing countries. Power needs, physical space and connectivity issues are also factors that add to the challenge of getting these technologies to take root in developing countries. Limitations of PC-Internet based ICT are: Bandwidth: The time taken to access a particular piece of information on the Internet depends on the bandwidth available to the user at that time. Often, it takes several minutes, using an economical connection, to download a piece of information. Thus a user may have to spend substantial time before s/he finds the information s/he seeks. Language: At present most of the information available on the Internet is in English, a limiting factor at the very least. Text/voice: Most information on the Internet requires action by the user as opposed to the passive nature of television and radio. As most of the Internet's information is textual, the user must be able to read it. Even more passive forms of Internet information such as video-sharing Websites require action (and reading) by the viewer for navigation. Disruptive software: Internet users are often susceptible to computer viruses. Commercial anti-virus software is often prohibitively priced. Thin client technology is a small, but growing alternative. Participation Social networks and increased user-managed information stores have emerged in the early part of this century. Increased interaction between the content (whether it be delivered via Internet, television or radio) is leading to an information revolution. Security: Internet safety is an issue that impacts every online user from small children to international corporations. When ABC went into public service broadcasting online in the early 1990’s, the safety of their users was its top priority. The internet is an equalizer in that every user is vulnerable and in a sense, all at the same level. The emergence of weblogs, Internet forums and wikis is often grouped under the new technology umbrella term Web 2.0, and has helped to usher in a greater level of global participation. es

ICT can become a revolutionary vehicle in developing countries, provided technological innovations emerge on the following lines.

Local content in local languages The need of the hour is to enable the intelligentsia to develop information sources that are exclusively for fulfilling the needs of local communities. The content on the Internet that can fulfil these conditions is minuscule at present. Conditions have to emerge in which people are enthused to contribute towards the development of information databases that is exclusively disseminated through local networks, in languages/dialects that are popular in the region. The various modes of ICT may need to be integrated with one another, so that a meaningful volume of information can be generated in the minimum possible time.

The ICT may not survive in its present form for long. Sooner than later developing countries would get over the PC mania prevalent now in the developed world, unless there is a remarkable change in the economy of owning a PC. Any technology that requires the masses to own a PC, in its present form, to access information is unlikely to be successful in the foreseeable future. Possibilities appear to exist, however, in the mobile phone technology, which is fast becoming very affordable by the masses, is voice based and can be integrated with the Information Technology at the server end of a computer network. For example, in the field of education [3] [4]people can ask question through a mobile phone, a database of answers to such questions can be generated using the technologies used currently in Wikipedia and call centers and the text in these databases could be converted into voice, by developing text to voice technologies in the various Indian languages. The person seeking information can be informed when the answer is available and better answers sought based on his/her feedback. The emerging 3G and 4G mobile phone technologies can indeed facilitate such developments. An alternative technology could be to integrate the mobile phone with the television screen, so that visual information can be viewed easily. Similarly, there is a possibility for developing interactive radio, on the lines of interactive TV.

The Korean Wave

The Korean wave refers to the recent surge of popularity of South Korean popular culture in other countries, especially in Asian countries.

It is also referred to as "Hallyu", from the Korean pronunciation of the term. The term was coined in China in mid 1999 by Beijing journalists startled by the growing popularity of South Koreans and South Korean goods in China. 한류/韓流/韩流 (Korean Wave) is homophone to an existing compound word, 한류/寒流 ("cold current") in Mandarin Chinese and Korean.

The Korean wave began with the export of Korean TV dramas such as Autumn Fairy Tale, Winter Sonata and Jewel in the Palace across East and Southeast Asia; the growing success of Korean drama was shortly matched in the fields of movies and popular music.

The Korean Wave first began in the early 1990’s with the film industry under the surveillance of the Korean Government. Producers were only allowed to screen films approved by certain regulations. Due to censorship and restrictions, producers were limited as to what they were able to produce. Therefore, this initiated the birth of melodramas. Since then, melodramas have been plentiful, and are commonly viewed not only in South Korea, but many surrounding Asian countries as well.

The popularity of South Korean shows, singers, and movies throughout Asia is due both to South Korea's readily evident affluence and to its relatively close cultural affinity with other East Asian countries.

South Korea is now the 10th largest economy in the world, and 9th largest film market, and its entertainment companies are able to finance shows and movies with production values higher than in much of Asia. Korean pop singers' performances are slickly produced and often feature spectacular laser and fireworks shows.

Success of Korean dramas, a market dominated by the youth, can be attributed to good looking actors and actresses who embody a number of traits that are very familiar to regular drama viewers and popular fantasies among women. Portrayed sensitivity and depth among male characters in Korean dramas attracts much of the female drama viewers.

More importantly, though, the shows and movies have themes that all audiences can socially relate to regardless of culture or geographical location. Korean dramas typically deal with family issues, love, and filial piety in an age of changing technology and values.

Recent years have seen an increase in interest in the Korean language, Korean cuisine and Hanbok, the traditional Korean dress.

The overwhelming success of South Korean dramas, movies, and music served as a major tourist magnet in 2005, mainly from Japan, China, Hong Kong, Taiwan, the Philippines, Thailand, Singapore, Malaysia, Indonesia and Vietnam.

After the success of the drama Dae Jang Geum in Iran, Iranian national TV's Channel 2 showed a series of programs called Korean Wave introducing Korean culture, and even interviewed Korean star Lee Young Ae. Soon after that, national TV's Channel 3 started showing another Korean drama, Emperor of the Sea denoting the popularity of Korean dramas in Iran. Avid Iranians have also created fansites for both dramas.

Korean male celebrities are now among the highest-paid actors outside Hollywood. According to the South Korean media, Winter Sonata star Bae Yong Joon is now charging $5 million a film, the highest in Asia, not counting Jacky Chan and Jet Li, who received US$14 million for the Chinese film 'Warlords' and more for Hollywood films. At least nine other Korean male stars earn more than $10 million a year.

The best-selling international artist from Korea is BoA due to her popularity in the J-pop market. Other international stars also includes Shinhwa and TVXQ along with Super Junior.

In 2006, South Korean programs on Chinese government TV networks accounted for more than all other foreign programs combined.

On May 5, 2007, a K-pop concert was held at the Hollywood Bowl in Los Angeles. The theme for the night was We Are One and several big names performed, including Ivy, Fly to the Sky, Big Bang, Super Junior, Epik High and BoA.

In 2001, many critics predicted the Korean wave would soon cool down. However contrary to most expectations, the Korean wave has grown stronger since 2003.

Discussion contained in Munhwa siseon, a semi-academic journal published by the Korea Culture & Tourism Policy Institute took place in March 2005 with the postcolonialist Won Yong-jin as the chair, and six academics including Kim Hyun Mee. At the forum, Bak Jae-bok and other participants predicted that the Korean Wave would continue to surge for some time. They agreed that the traffic in Asian drama began with the liberalization of Taiwan’s drama market in the early 1990s, Japan being the main exporter at the time. Korean drama, then, entered the niche market in the late 1990s when consumption of Hong Kong and Japanese popular culture was declining.

In the paper “Korean cultural capital’s phenomenon and cultural nationalism”, Lee Dong Yeun, identifies many ominous traces of cultural nationalism within the phenomenon of the Korean Wave. He concludes his article by warning, “If the Korean Wave continues to surge, reflecting the diplomatic relations that supports a capitalist logic rather than a strengthening of the communicative power of civil society to provide the possibility of diversifying the cultural tastes of the masses, then it will have to put up a hard fight against China’s ethnocentrism and Japan’s malleable nationalism.”

Currently, the film D-War made by comedian-turned-director Hyung Rae Shim has taken up fans in Korea and America. It's success was enough to warrant a sequel. The film, to the Korean public, was reported to be a national symbol of nationalism mostly because the film is the first to depict not only oriental dragons but accurate mythological creatures exclusive from Korean lore, the Imoogi.

In 2005, there were signs of a nascent backlash against the "Korean wave", initiated by Asian men who resented the "beautifying" of Korea by the media. The growing "Hallyu" wave mainly attracted female viewers who became increasingly attracted to Korean male actors.

Vietnam's government threatened to ban the broadcast of Korean shows if Vietnamese shows were not broadcast more on Vietnamese television stations. Taiwan considered limits on the broadcast of foreign shows. China also considered boycotting or limiting the amount of Korean imports in the entertainment sector.

Vietnam and China are markets where the "Korean wave" has penetrated into the consumer choice and behavior of its respective citizens. The Samsung Economic Research Institute in its special report labeled progress of the "Korean wave" in Vietnam & China as in the 3rd stage, out of a potential four stages. In this stage "Made in Korea" products become increasingly popular.

In Japan, a comic book with a title usually translated as "Hating the Korean Wave" sold enough copies that a sequel was released. The book has been accused of promoting hatred and containing historical inaccuracies.

Nowadays if you ask most people to give a definition of "rap", they're likely to state that it's the reciting of rhymes to the best of music. It's a form of expression that finds its roots imbedded deep within ancient African culture and oral tradition. Throughout history here in America there has always been some form of verbal acrobatics or jousting involving rhymes within the Afro-American community. Signifying, testifying, Shining of the Titanic, the Dozens, school yard rhymes, prison 'jail house' rhymes and double Dutch jump rope' rhymes are some of the names and ways that various forms of rap have manifested.

Modern day rap music finds its immediate roots in the toasting and dub talk over elements of reggae music. In the early 70's, a Jamaican dj known as Kool Herc moved from Kingston to NY's West Bronx. Here, he attempted to incorporate his Jamaican style of dj which involved reciting improvised rhymes over the dub versions of his reggae records. Unfortunately, New Yorkers weren't into reggae at the time. Thus Kool Herc adapted his style by chanting over the instrumental or percussion sections of the day's popular songs. Because these breaks were relatively short, he learned to extend them indefinitely by using an audio mixer and two identical records in which he continuously replaced the desired segment.

In those early days, young party goers initially recited popular phrases and used the slang of the day. For example, it was fashionable for dj to acknowledge people who were in attendance at a party. These early raps featured someone such as Herc shouting over the instrumental break; 'Yo this is Kool Herc in the joint-ski saying my mellow-ski Marky D is in the house'. This would usually evoke a response from the crowd, who began to call out their own names and slogans.

As this phenomenon evolved, the party shouts became more elaborate as dj in an effort to be different, began to incorporate little rhymes-'Davey D is in the house/An he'll turn it out without a doubt.' It wasn't long before people began drawing upon outdated dozens and school yard rhymes. Many would add a little twist and customize these rhymes to make them suitable for the party environment. At that time rap was not yet known as 'rap' but called 'emceeing'. With regards to Kool Herc, as he progressed, he eventually turned his attention to the complexities of djaying and let two friends Coke La Rock and Clark Kent (not Dana Dane's dj) handle the microphone duties. This was rap music first emcee team. They became known as Kool Herc and the Herculoids.

Rap caught on because it offered young urban New Yorkers a chance to freely express themselves. This was basically the same reason why any of the aforementioned verbal/rhyme games manifested themselves in the past. More importantly, it was an art form accessible to anyone. One didn't need a lot of money or expensive resources to rhyme. One didn't have to invest in lessons, or anything like that. Rapping was a verbal skill that could be practiced and honed to perfection at almost anytime.

Rap also became popular because it offered unlimited challenges. There were no real set rules, except to be original and to rhyme on time to the beat of music. Anything was possible. One could make up a rap about the man in the moon or how good his dj was. The ultimate goal was to be perceived as being 'def (good) by one's peers. The fact that the praises and positive affirmations a rapper received were on par with any other urban hero (sports star, tough guy, comedian, etc.) was another drawing card.

Finally, rap, because of its inclusive aspects, allowed one to accurately and efficiently inject their personality. If you were laid back, you could rap at a slow pace. If you were hyperactive or a type-A, you could rap at a fast pace. No two people rapped the same, even when reciting the same rhyme. There were many people who would try and emulate someone's style, but even that was indicative of a particular personality.

Rap continues to be popular among today's urban youth for the same reasons it was a draw in the early days: it is still an accessible form of self expression capable of eliciting positive affirmation from one's peers. Because rap has evolved to become such a big business, it has given many the false illusion of being a quick escape from the harshness of inner city life. There are many kids out there under the belief that all they need to do is write a few 'fresh' (good) rhymes and they're off to the good life.

Now, up to this point, all this needs to be understood with regards to Hip Hop. Throughout history, music originating from America's Black communities has always had an accompanying subculture reflective of the political, social and economic conditions of the time. Rap is no different. Hip hop is the culture from which rap emerged. Initially it consisted of four main elements; graffiti art, break dancing, dj (cuttin' and scratching) and emceeing (rapping). Hip hop is a lifestyle with its own language, style of dress, music and mind set that is continuously evolving. Nowadays because break dancing and graffiti aren't as prominent the words 'rap' and 'hip hop' have been used interchangeably. However it should be noted that all aspects of hip hop culture still exists. They've just evolved onto new levels

The driving force behind all these activities was people's desire to be seen and heard. Hip hop came about because of some major format changes that took place within Black radio during the early 70's. Prior to hip hop, black radio stations played an important role in the community be being a musical and cultural preserver or griot (story teller). It reflected the customs and values of the day in particular communities. It set the tone and created the climate for which people governed their lives as this was a primary source of information and enjoyment. This was particularly true for young people. Interestingly enough, the importance of Black radio and the role djs played within the African American community has been the topic of numerous speeches from some very prominent individuals.

The driving force behind all these activities was people's desire to be seen and heard. It reflected the customs and values of the day in particular communities. It set the tone and created the climate for which people governed their lives as this was a primary source of information and enjoyment. This was particularly true for young people. Interestingly enough, the importance of Black radio and the role djs played within the African American community has been the topic of numerous speeches from some very prominent individuals.

For example in August of '67, Martin Luther King Jr addressed the Association of Television and Radio Broadcasters. Here he delivered an eloquent speech in which he let it be known that Black radio djs played an intricate part in helping keep the Civil Rights Movement alive. He noted that while television and newspapers were popular and often times more effective mediums, they rarely languaged themselves so that Black folks could relate to them. He basically said Black folks were checking for the radio as their primary source of information.

In August of 1980 Minister Farrakhon echoed those thoughts when he addressed a body of Black radio djs and programmers at the Jack The Rapper Convention. He warned them to be careful about what they let on the airwaves because of its impact. He got deep and spoke about the radio stations being instruments of mind control and how big companies were going out of their way to hire 'undignified' 'foul' and 'dirty' djs who were no longer being conveyers of good information to the community. To paraphrase him, Farrakhon noted that there was a fear of a dignified djs coming on the airwaves and spreading that dignity to the people he reached. Hence the role radio was playing was beginning to shift...Black radio djs were moving away from being the griots.. Black radio was no longer languaging itself so that both a young and older generation could define and hear themselves reflected in this medium.

Author Nelson George talks extensively about this in his book 'The Death Of Rhythm And Blues'. He documented how NY's Black radio station began to position themselves so they would appeal to a more affluent, older and to a large degree, whiter audience. He pointed out how young people found themselves being excluded especially when bubble gum and Europeanized versions of disco music began to hit the air waves. To many, this style of music lacked soul and to a large degree sounded too formulated and mechanical. In a recent interview hip hop pioneer Afrika Bambaataa spoke at length how NY began to lose its connection with funk music during this that time. He noted that established rock acts doing generic sounding disco tunes found a home on black radio. Acts like Rod Stewart and the Rolling Stones were cited as examples. Meanwhile Black artists like James Brown and George Clinton were for the most part unheard on the airwaves. Even the gospel-like soulful disco as defined by the 'Philly sound' found itself losing ground. While the stereotype depicted a lot of long haired suburban white kids yelling the infamous slogan 'disco sucks', there were large number of young inner city brothers and sisters who were in perfect agreement. With all this happening a void was created and hip hop filled it... Point blank, hip hop was a direct response to the watered down, Europeanized, disco music that permeated the airwaves.. FYI around the same time hip hop was birthed, House music was evolving among the brothers in Chicago, GoGo music was emerging among the brothers in Washington DC and Black folks in California were getting deep into the funk. If you ask me, it was all a repsonse to disco.

In the early days of hip hop, there were break dance crews who went around challenging each other. Many of these participants were former gang members who found a new activity. Bambataa's Universal Zulu Nation was one such group. As the scene grew, block parties became popular. It was interesting to note that the music being played during these gigs was stuff not being played on radio. Here James Brown, Sly & Family Stone, Gil Scott Heron and even the Last Poets found a home. Hence a younger generation began building off a musical tradition abandoned by its elders. Break beats picked up in popularity as emcees sought to rap longer at these parties. It wasn't long before rappers became the ONLY vocal feature at these parties. A microphone and two turntables was all one used in the beginning. With the exception of some break dancers the overwhelming majority of attendees stood around the roped off area and listened carefully to the emcee. A rapper sought to express himself while executing keen lyrical agility. This was defined by one's rhyme style, one's ability to rhyme on beat and the use of clever word play and metaphors.

In the early days rappers flowed on the mic continously for hours at a time..non stop. Most of the rhymes were pre-written but it was a cardinal sin to recite off a piece of paper at a jam. The early rappers started off just giving shout outs and chants and later incorporated small limricks. Later the rhymes became more elaborate, with choruses like 'Yes Yes Y'all, Or 'One Two Y'all To The Beat Y'all being used whenever an emcee needed to gather his wind or think of new rhymes. Most emcess rhymed on a four count as opposed to some of the complex patterns one hears today. However, early rappers took great pains to accomplish the art of showmanship. There was no grabbing of the crotch and pancing around the stage. Pioneering rapper Mele-Mel in a recent interview pointed out how he and other acts spent long hours reheasing both their rhymes and routines. The name of the game was to get props for rockin' the house. That meant being entertaining. Remember back in the late 70s early 80s, artists weren't doing one or two songs and leaving, they were on the mic all night long with folks just standing around watching. Folks had to come with it or be forever dissed.

Before the first rap records were put out (Fat Back Band's King Tem III' and Sugar Hill Gang's 'Rapper Delight'), hip hop culture had gone through several stages. By the late 70's it seemed like many facets of hip hop would play itself out. Rap for so many people had lost its novelty. For those who were considered the best of the bunch; Afrika Bambaataa, Chief Rocker Busy Bee, Grandmaster Flash and the Furious Four (yes initially there were only 4), Grand Wizard Theodore ad the Fantastic Romantic Five, Funky Four Plus One More, Crash Crew, Master Don Committee to name a few had reached a pinnacle and were looking for the next plateau. Many of these groups had moved from the 'two turntables and a microphone stage' of their career to what many would today consider hype routines. For example all the aforementioned groups had routines where they harmonized. At first folks would do rhymes to the tune of some popular song. The tune to 'Gilligan's Island' was often used. Or as was the case with he Cold Crush Brothers, the 'Cats In the Cradle' was used in one of their more popular routines. As this 'flavor of the month' caught hold, the groups began to develop more elaborate routines. Most notable was GM Flash's' Flash Is to The Beat Box'. All this proceeded 'harmonizing/hip hop acts like Bel Biv DeVoe by at least 10 years.

The introduction of rap records in the early 80s put a new meaning on hip hop. It also provided participants a new incentive for folks to get busy. Rap records inspired hip hoppers to take it to another level because they now had the opportunity to let the whole world hear their tales. It also offered a possible escape from the ghetto.... But that's another story..we'll tell it next time.

Atheism,,, by Isaac Newton

Atheism is so senseless & odious to mankind that it never had many professors. Can it be by accident that all birds beasts & men have their right side & left side alike shaped (except in their bowells) & just two eyes & no more on either side the face & just two ears on either side the head & a nose with two holes & no more between the eyes & one mouth under the nose & either two fore leggs or two wings or two arms on the sholders & two leggs on the hipps one on either side & no more? Whence arises this uniformity in all their outward shapes but from the counsel & contrivance of an Author? Whence is it that the eyes of all sorts of living creatures are transparent to the very bottom & the only transparent members in the body, having on the outside an hard transparent skin, & within transparent juyces with a crystalline Lens in the middle & a pupil before the Lens all of them so truly shaped & fitted for vision, that no Artist can mend them? Did blind chance know that there was light & what was its refraction & fit the eys of all creatures after the most curious manner to make use of it? These & such like considerations always have & ever will prevail with man kind to believe that there is a being who made all things & has all things in his power & who is therfore to be feared.
